Look at how a system is supposed to work. Go see what actually happens. Investigate the gap, and build something useful.
Groundtruth builds tools for the people responsible for NG9-1-1 GIS data. The central work is Validation Workbench: local data validation and review for the road, address, and service-boundary data your 911 program relies on.

NG9-1-1 GIS quality assurance
Between a validation result and a corrected dataset, someone has to resolve the issue. The Workbench makes that review part of the work: the affected record, the decision, and the reason stay connected.
For GIS analysts, that means a result they can act on. For managers and program leaders, it means a review record they can follow. Source corrections remain in the organization’s GIS editing workflow.

The work beyond the software
Some problems need a tool. Others need a question asked in public, or a place for practitioners to share what they know.
For people doing the work
TAP is Groundtruth’s vendor-neutral NG9-1-1 practitioner community. Its existing forum gives questions, practical tools, and local knowledge a place to reach other people.

I did not begin with an organization chart. I kept following problems. Sometimes the problem needed a tool. Sometimes it needed a map, a public record, or a better account of who
